SP 28
This substance may be carried under the provisions of Class 3 or Class 4.1 only if it is so packed that the percentage of diluent will not fall below that stated, at any time during carriage (see 2.2.3.1.1 and 2.2.41.1.18). In cases where the diluent is not stated, the substance shall be packed so that the amount of explosive substance does not exceed the stated value.

The provisions of 3.1.2.8 apply.

These substances shall not be classified and carried unless authorized by the competent authority on the basis of results from Series 2 tests and a Series 6(c) test of Part I of the Manual of Tests and Criteria on packages as prepared for carriage (see 2.2.1.1). The competent authority shall assign the packing group on the basis of 2.2.3 criteria and the package type used for the Series 6(c) test.
